SD1-353 Redo "Text" section UI to present text sections as lists of text content that can contain multiple sets of "subtitles", "body text", etc. under a single section title

Acceptance Criteria

Change interface for text sections in newsletters so they can be managed as a list of items.

SD2-961 Make sure no unpublished content versions are used in newsletter generation
